0000142: service packetfence status works only if mysql is running

Description

Executing `service packetfence status` while mysql is closed generates the following error message:

DBI connect(...) failed: Can't connect to local MySQL server through socket '/var/lib/mysql/mysql.sock' (2) at /usr/local/pf/lib/pf/db.pm line 66
ERROR: unable to connect to database!
