0000780: violation.log cannot be appended when a violation is triggered in the browser
The new violation types introduced with packetfence 1.8.4 can be triggered from code running in the browser. This has the effect that if the violation action is log, apache needs to be able to write in the log.

[Tue Jul 14 14:43:06 2009] [error] [client 192.168.2.253] Uncaught exception from user code:

What I don't get is that apache runs as user pf so it should be able to do so.

This will need further investigation.
