0000867: Changes to switches.conf could get lost during a failover
When PF starts, it checks the content of switches.conf and its counterpart coming from the database.

If one runs in cluster environment and modifies directly switches.conf and doesn't restart PF after his modification, the modification will get lost during a failover.

It's not a biggie but we should wrap our brain around it and perhaps just stick a big warning at the top of switches.conf about this.

We are moving towards a direction where all of PacketFence's would be run inside drbd (shared partition in the cluster), remediating problems like this one.

Why not store configs entirely in the DB, and eliminate all plain text files for switches.conf, violations.conf and some others? This would be a great step to enable a possible active-active setup.
