Summary	0000867: Changes to switches.conf could get lost during a failover
Description	When PF starts, it checks the content of switches.conf and its counterpart coming from the database. If one runs in cluster environment and modifies directly switches.conf and doesn't restart PF after his modification, the modification will get lost during a failover. It's not a biggie but we should wrap our brain around it and perhaps just stick a big warning at the top of switches.conf about this.
