0000913: No way to manage users allowed to register in web admin
To add users allowed to register devices in local authentication mode, one need to add users to the conf/user.conf file using htpasswd on the command line.

We should have a mechanism in the web admin to do that.

Consider tying that down with person.

Use guest handling mechanism for short-lived accounts and AD / LDAP / local (populated by automated script) / kerberos /radius for long term stuff.

That said, this request is thus out of our use case. Feel free to re-open with an explanation if you feel this should be included.
