0001156: what should we do with dot11Deauthentication traps?

Description

dot11Deauthentication were used to close locationlog entries but we had problems with them (see 0000880).

What should we do with them?
- if we no longer need them then we should remove associated code (pfsetvlan, pf::vlan, pf::SNMP...)
- shall we bring them back to use, what will we do to work around the issues in 0000880?
