0001531: gettext misuse w/ french accents

Description

Apparently we are missing a bind_textdomain_codeset statement in order to see the french accents rendered successfully. That's why they were encoded using the HTML Entities format.

This is getting partially fixed in the fix/1485-web-guest-vs-admin-separation branch and once merged back we should fix it globally.
