0000765: error handling: when calling pfcmd return value should be checked and propagated up to caller

Description

This is all over the place and I don't really know what the current vision is but I know that when pfcmd fails, callers are not really aware of it. This slows down development, debugging and troubleshooting especially when doing support over the mailing list.

This will need a little thinking before moving forward and fixing it.
