0000842: error handling: send an email if something prevents a service to start

Description

one example case:

Nov 09 15:17:53 pfcmd(0): switch uplink () is invalid for 192.168.1.x (pf::services::switches_conf_is_valid)
Nov 09 15:17:53 pfcmd(0): errors in switches.conf. pfsetvlan will NOT be started (pf::services::service_ctl)

Pretty sure we will be able to find every culprit in services.pm.
