0000895: Admin account management problems

Description

Several problems in admin account management currently:

- arbitrary login limit of 15 chars (when doing AD auth using @domain it's often not enough)

- account creation doesn't apply the same validation rules as the login portion
This means that you can successfully create an account that cannot login.. :S

and these are only the two I can think of in one minute..
