Summary

0001114: Improved translated strings integration in captive portal templates

Description

1. All translated strings should be available by default without having to 'push them through' like we currently do in web.pm.
2. Translated strings should be editable through the web interface (and new ones added too)
3. Simple way to build .po into .mo and placed in right locations

This bug should be divided once we'll start looking into it.
