0001230: networks.conf merged into pf.conf

Description

There's no reason that they are separated now.

Using the [network 10.0.0.0] syntax instead of [10.0.0.0] directly.

Existing [network] sub-elements could be renamed to dhcp I think.

Next major release cycle should absolutely integrate this.
