0001340: integrate dhcp option 82 parsing with other network information

Description

DHCP option 82 parsing (controlled by network.dhcpoption82logger) has not been working really well and most of it's parsing / impact has been deactivated. However the information it can contain should be useful.

We should try to re-integrate it properly.
