0000866: unnecessary dependencies: modules for testing

Description

We pull a lot of unnecessary dependencies in my opinion, like everything that is required for tests to pass.

For the 1.9 release lets try to move them to BuildRequires and see if we experience problems down the road.

ex:
Requires: perl-Test-MockDBI
change to
BuildRequires: perl-Test-MockDBI
