DescriptionThe installer is confusing on upgrades regarding what to do with database.

On upgrade we should just bail out and tell the user to read UPGRADE.

Now, how can we detect an upgrade or not?

 Fixed by removing a lot of code in installer.pl. Now if a database already exists, we tell the user to check UPGRADE, we don't even offer to drop.
