0000998: routing documentation leads to a warning on startup (pf::services line 380)

Description

The documentation doesn't talk about pf_gateway=... but it seems that pf::services expects it.

Use of uninitialized value in pattern match (m//) at
    /usr/local/pf/lib/pf/services.pm line 380 (0000001)
...

Should the code be fixed or the documentation updated to reflect that pf_gateway is required?
