Summary

0001014: configuration template in conf/ and generated config files in var/

Description

Right now there are conf/templates/... that are parsed and output configuration files in conf/. I think this is confusing since most users are tempted to edit the files in conf/ directly.

Since files are built on every pf launch, I think it would make more sense to put them in var/ and have them initially in conf/ instead of conf/templates/.
