Summary

0001491: Exclude 127.0.0.1 when populating the RADIUS nas table

Description

When setting a global radiusSecret in switches.conf, RADIUS will bail out due to a duplicate client (default 127.0.0.0 in clients.conf vs. the 127.0.0.1 in the nas SQL table). We should exclude 127.0.0.1 since we won't use it with RADIUS anyway... for now!
