0001541: Review the structure in the packetfence.po files

Description

When customers add/remove stuff from the packetfence.po files, merging the files for an upgrade is just too long. Even us, when we add lines, we add them sometimes in the middle of the file, so it can be painful to merge.

We should review the process, and define some clear sections, with say a #CUSTOM section for customers msgids.
