0000746: Captive portal favors Registration page over Violation page

Description

If you have a node that is both unregistered and has a violation, the registration page is preferred over the violation one. I think it should be the opposite.

For example, an OS that is banned should not be offered to register, it should be pretty clear that even before registration the OS is banned.

Wondering if there could be any use case where the registration page could be preferred over violation page..
