0000949: Tests should use relative PATH

Description

right now all our tests are hardcoded to /usr/local/pf/. This makes it hard to run our tests against different monotone branches.

We should get rid of hardcoded paths in the tests (and we will need to override INSTALL_DIR or do another trick like that).
